Woodton is an older city that is falling apart. Much of the city is lawless and decaying and it serves as a prime example of what happens when those in charge stop caring. Woodton used to be an incredible town prior to its rot and most humans have long since abandoned it besides the governor and his guards. The non-humans have it the worst, though. They're living in squalor and filth and the discrimination isn't subtle at all. The town is carved up in districts so that each race is isolated from the others. Basic necessities like clean water, food, and healing - things any other settlement would have - don't exist here. The city reminds travelers of the importance of good leadership and caring for one another because the alternative is Woodton.
