Early on in the Age of Dawn, the gods of all the races gathered in a grand assembly known as the Council of the Deities. Divine beings from all of creation came together to witness this meeting, called by Pekeana.

The gods debated on how best to handle the mortal world. Ruluko and Kaqiuko championed balance and harmony, while Umvakere emphasized strength and valor. After a long period of arguing and deliberating, the gods agreed to a pact of influence and set boundaries on their involvement in mortal affairs.

This pact allowed the gods to inspire and guide their own races but not control outright, laying the foundation for the relationship between the divine and mortal realms. They could send visions, empower priests, manifest signs, but free will had to be left up to the mortals. Umore, the orc god of the end, openly declared his opposition to the existence of the mortal world and creation itself and promised that he would one day end it.
