Creation of the Conclave of Priests

During the initial chaos of First Purge, the Serpent Theocracy was undergoing a national crisis as its government and priests were only loosely organized and unable to provide any meaningful response or defense against the purge. The high priest Mardus, after spending time alone in a sacred grove, returned to his peers with tales of doom and a plan to stop it.

In 2:Leviathan, Mardus summoned all of the serpent priests. He proposed the Conclave of Priests. The debate was fierce, but the visions that Mardus spoke of eventually convinced the other priests that his plan was the only way forward and they wrote the Covenant of Serpentine Unity. The new conclave didn't waste time, and performed the rite of the coiled veil - a mysterious ritual that made the Snakevalley Islands, and more specifically their own settlements, harder to find. While some serpents fought against the purge on the continent, the Serpent Theocracy as avoided much of the first purge. The conclave has been in charge of the nation ever since.
